Also point out that that same person, after admitting they were their specifically to harass me are still there and on their 3 or 4th month of the same in the system I'm based in.
On the face of it, that seems like harassment, so if nothing was done that seems odd.
Without the details of the rulings (which I suspect only CCP has) it's hard to do much other than assume.
But either way, no one no matter what there play style or history in the forum deserves to be called those things or followed from system to system.

Ripard only acts after a month. As long as you don't plan on sleeping that long, you might be in a state of fear for several weeks.
Just don't sleep too long though. Last time I did that on a hot thread, 50 pages were added. Makes catching up tough.
